Council Car Parks

Newry, Mourne and Down District Council has responsibility for a number of car parking sites located throughout the district.  A sizeable quantity of these car parks have been inherited from the Department for Infrastructure (DFI), with the remainder deemed as legacy sites from the two amalgamating Councils.

The available car parking capacity for the main settlements across the district encompass a total of 43 car parks, consisting of 32 free to use car parks and 11 charged car parks.

Changes to Cashless Parking Service

The Department for Infrastructure (DfI) is changing its Cashless Parking provider from Parkmobile to JustPark from 6 January 2020 for on and off-street parking in Belfast, Lisburn and Newry. It will then roll out across the rest of Northern Ireland over the next week to 10 days and from 16 January 2020, Parkmobile will no longer be used for cashless parking in Northern Ireland.

If customers wish to continue using Cashless Parking they will need to register their vehicle and method of payment details with JustPark or download their app. Once registered, they can pay for and manage their parking using a mobile phone, mobile app or online. The change to JustPark will benefit customers by reducing the cost of the transaction fee from 15 pence per parking session to eight pence.

Existing Cashless Parking stickers on Pay and Display machines, which indicate how to pay, are being removed and replaced with JustPark stickers.

Council Operated Off-Street Car Parks

All Pay and Display off-street car parks in Newry will commence cashless parking with JustPark on 6 January 2020.

The remaining Pay and Display off-street car parks in Downpatrick and Ballynahinch will follow suit and by 16 January 2020, the present Cashless Parking provider, Parkmobile, will cease to provide this service.

All Newry, Mourne and Down District Council Pay and Display car parks will continue to accept coinage at Pay and Display ticket machines.

Season Tickets

All 11 pay and display car parks have a quantity of season tickets available for purchase on a monthly or quarterly basis which offers a reduced parking rate.  For availability and pricing information, contact NSL Limited on 033 0135 8927.

Electric Vehicle Charge Points

There are a total of 10 double adaptor charging units situated throughout Council car parking facilities; all electric charge points are controlled by private operators, independent of the Council.  For location details visit https://www.goultralow.com/.

Penalty Charge Notices (PCN’s)

The DFI contract NSL Services Group (NSL), to provide enforcement of parking contraventions in Council car parks.  Traffic Attendants regularly patrol car parks and issue Penalty Charges Notices (PCN’s) to vehicles in contravention of the Off Street Parking Order for the following offences:

  • Parking without clearly displaying a valid pay and display ticket
  • Parking in excess of paid time
  • Not parking wholly within the markings of the bay / space
  • Parking in a disabled persons’ parking space without clearly displaying a valid disable persons’ badge
  • Parking in an Electric Vehicle charging place during operating hours without charging your vehicle.
