NMDD PCSP Issues Strong Warning on Illegal Scrambler Use
Newry, Mourne and Down Policing and Community Safety Partnership (PCSP) is urging parents, guardians and riders to be aware of the laws surrounding the use of scramblers and other off-road vehicles, amid ongoing concerns about the impact they can have on community safety.
While scramblers are designed for off-road recreation, their illegal use on public roads, footpaths, parks, green spaces and within residential areas continues to pose a significant risk to riders, pedestrians and other road users.
The PCSP is reminding the public that these vehicles are not toys and, in most cases, are only permitted to be used on private land with the permission of the landowner.
The noise, speed and dangerous manner in which some scramblers are driven can cause fear and distress within local communities, particularly in residential neighbourhoods, parks and shared public spaces. Illegal use also increases the risk of serious injury or death, both to riders and to members of the public.
Under current legislation, anyone wishing to use a scrambler on a public road must ensure both the vehicle and rider meet a number of legal requirements. These include:
- Being at least 16 years of age.
- Holding the appropriate driving licence.
- Having valid third-party insurance.
- Ensuring the vehicle is registered, taxed and displays a number plate.
- Having the required lights, reflectors and safety equipment fitted.
- Wearing an appropriate crash helmet where required.
Failure to comply with these requirements may result in enforcement action, including prosecution and the seizure of the vehicle. Recent legislative changes have also strengthened powers available to police to deal with nuisance and anti-social use of scramblers, e-scooters and similar vehicles.
The PCSP is particularly concerned about young people using scramblers in public areas without appropriate training, supervision or protective equipment. Parents and guardians are encouraged to understand their responsibilities and ensure that children are not using these vehicles illegally or in locations where they may endanger themselves or others.
Where scramblers are being used recklessly, dangerously or in a manner that causes alarm and distress, members of the public are encouraged to report incidents to the Police Service of Northern Ireland. In an emergency, where there is an immediate risk to life or property, call 999. For non-emergency incidents, contact police on 101.
Newry, Mourne and Down PCSP Chairperson, Councillor Jill Truesdale said, “We regularly hear from residents who are concerned about the dangerous and irresponsible use of scramblers in their communities. These vehicles can cause significant alarm and distress when ridden illegally, particularly in residential areas, parks and places where families should feel safe.
“The message is simple: if a scrambler is being used in a public place, it is likely being used unlawfully. Parents and guardians have an important role to play in ensuring young people understand the risks and legal consequences associated with these vehicles. By respecting the law and reporting anti-social behaviour, we can help protect our communities and prevent serious injuries from occurring.”
Newry, Mourne and Down PCSP remains committed to supporting safer communities and reducing anti-social behaviour across the district.
